Commercial bank's steady operation is vital to a country's economy, so every country pays attention to the supervision on commercial banks. With the development of technology and financial innovation, the core of banking supervision has been turned to risk management. With the development of economy and the open of financial market, China's commercial banking industry is tied tightly with the world. Risks that commercial banks face with are getting more and more. Under this situation, enhancing banking supervision on commercial banks'risks is definitely important.This article first introduces relative theories about banking supervision, including the history of supervision theories and the reasons why implementing supervision on banks. Then, analyses America, England, Germany's risk supervision. Although the banking supervision modes are different from each other and we can't imitate any one of them, we can learn successful and modern experience by summering helpful information. And next, introduces the history of China's banking supervision. In some degree, China's banking supervision has stepped into the expert and international way, but there are also a lot of problems. The problems are analyzed in terms of the law framework, commercial banks'internal control, the supervision authority and supplement supervision powers. At last, proposes relative measures to solve the above problems and sets up the commercial banking risk supervision framework, under the perfect law environment, with commercial banks'internal control as its core, the supervision authority operating main supervision work, the banking industry organization, market discipline, medium agencies and the media operating supplementary supervision work.
