The Development Research Of Zhejiang Province's Farmer Specialized Cooperative Economy Organizations

Looked from the practice of each country in the world, that, the cooperative economy organizations have already traveled throughout all areas of society and played an important role, in which Agriculture is the most active areas. The agricultural cooperative economy organizations are the inevitable choice of market economy, are the inevitable result of agriculture modernization. In order to promote the development of agriculture, resolve the "three rural" issue smoothly and impel the new rural construction, China inevitably have to choose this intrinsic agricultural development pattern——to develop the farmer specialized cooperative economy organizations vigorously. In China, Zhejiang Province goes quite forward in developing the farmer specialized cooperative economy organizations, with the government's top-down impetus and the positive policy support of financing, revenue, credit and so on, Zhejiang Province's farmer specialized cooperative economy organizations have obtained a great development, not only have an obvious promotion in the quantity, the quality and the scale, but also effectively increase the income of farmers, and promote the development of the agricultural economy. However, generally speaking, the development of Zhejiang Province's farmer specialized cooperative economy organizations are still at the start stage, and there are many problems, such as the ideological recognition is unclear, internal organization establishment is unreasonable and nonstandard, the scale is generally small, the movement is lack of vigor, the government cannot offer enough support and so on, these factors have obviously restricted the development of farmer specialized cooperative organizations, and urgently need to seek the key to the situation.Therefore, this article uses the comparative analysis method, the theory and empirical method and so on, combined with the developing survey of Zhejiang Province's farmer specialized cooperative economy organizations, and mainly aims at its existing problems, learning from the advanced experience of other countries, putsforward some proposals and measures, to improve their development and provide the model and the basis for the developing of our country's farmer specialized cooperative organizations.In the content arrangement, this article first elaborates the definition, the nature and the significance of the farmer specialized cooperative organizations, make sure the difference of the farmer specialized cooperative economy organizations , the collective economy organizations and the joint-stock companies, and its necessity and significance; Secondly, it introduces the development, the characteristic and the experience of US's new generation cooperative society, Germany's specialized cooperative society and the Japanese peasant association, to educe the inspiration for our country ;Thirdly, it outlines the development course and the present situation of Zhejiang Province's farmer specialized cooperative economy organizations, and specifically analyzes its economical function, achievements, shortcomings and the government's support policies; Finally, aiming at the problems, based on the household contract management way and the farmers in the main-body foundation, following the principle accorded with the local situation and proceeding in a gradual and orderly way, it advocates to impel the developing of Zhejiang Province's farmer specialized cooperative economy organizations from three aspects on increasing awareness, improving the internal operations and optimizing the external environment.
