Farmer Specialized Cooperative Economic Organizations In The Development Problems And Solutions

The important element to deepen rural reform and solve the "three rural" issues is changing the individual farmers decentralized management situations, in order to achieve a reasonable flow of production factors and scientific integration in rural areas. The essential course to achieve agricultural modernization is to develop rural specialized cooperative economic organizations within the current situation and the basic institutional framework.Chinese new rural specialized cooperative economic organizations has been increased into 170,000 since the late 1980s (the legal registration of 179,100 professional cooperatives in the first half year in 2009, with total membership of 2,323,100), ranging from products processing, agricultural supplies, market information, technology promotion to other links, which drives the apparent growing income. With continuously expanded, cooperation area, enhanced cooperation depth and enriched forms, it plays an important role in improving the two-level rural management system, promoting the industrialization of agriculture and social service system, and the democratization process in rural areas.However, the development of Chinese rural specialized cooperative economic organizations is still relatively slow and uneven. There are two "stagnancy phenomena". The first is the service capacity of cooperative organizations lagged behind the actual production needs; and secondly, the support of policy environment is far behind the needs of farmer specialized cooperative economic organizations' development.Based on the theories of institutional change, cooperative organization, industrial organization, this paper analyzes the development dilemma of specialized cooperative economic organizations of farmers using a comprehensive analysis of literature, field research, and the combination of qualitative and quantitative research methods. It summarizes the problems mainly lied in the cooperation loose, poor driving, non-standard operation, weak stability, financial constraints, short supply of the people, thick 'exogenous'color. Furthermore, the writer analyzes the problems from the main acts, construction and operation, the external environment, especially the problems concerned with the government. The specialized cooperative economic organizations in Guangrao county particularly addresses the plight of the development of the practice. Finally, the proposals offers the following aspects:insisting on private and civil control, the public benefit principle, multi-form and multi-agent development, and this enhances the Government's level of awareness, institutional environment, and the policy implementation. It plays the guiding role in amounting equal emphasis on quality, a typical model, classification and guide, strengthening the organization's resources and traditional docking and cooperation in education and training system.This paper focuses on the problems and solutions of specialized cooperative economic organizations from the aspects of farmer development and government action. The innovation lies in the offering of such proposals as enhancing the policy relevance and implementation of the Heritage School, building education and training system Cooperation Organization with regard to the development of cooperative economic organizations, ordinary existence of bottlenecks in funding, policies, being lack of effective supply, implementation is not in place, and the lack of such issues. Meanwhile, the introduction of Guangrao's difficulties in specialized cooperative economic organizations offers the guidance for the issue analysis of the farmers specialized cooperative economic organizations.
