The department store is the symbol of city culture. In our country, department stores had taken a dominated market share. With the development of market economy, the retailing has more variety of types, and they have brought great changes to people's life and to department stores as well. Consumers spent less time and less money at department stores. On the other side, consumers seem to either trade up, or trade down, so it is difficult to find the spot for the future.At present our country is in the process of rapid urbanization, and both at the new stage of economic transition and consuming upgrading, so for the emerging markets the department stores are confronting with great opportunities. Based on the laws and practices of retailing industry, the paper discusses how department stores can survive and develop in a competitive environment. This paper is mainly focused on three parts: 1) department stores will be growing steadily at new stage; 2) From both the theories and experiences of retailing industry analyzes the inside laws of department stores development; 3) Making strategies on department stores development should think of both the management of modern retailing enterprises and the retail format innovation.
