Study On The Development Of Environmental Industry And Policy Choice In China

With the development of society and economy, environmental problems become more and more serious. Environmental industry emerges because of opportunity and develops. In China, environmental industry is also named environmental protection industry. It rise in 1970's, has developed into a complete category and considerable economical scale industry system. The total production value of the environmental industry is 457.21 billion Yuan in China in 2004, accounting for GDP 3.3% approximately. Development of environmental industry is not only important material substance and technical guarantee of environmental protection and sustainable development but also the demand for scientific outlook on development and harmonious society. The character of scatter and externality also determine the necessity of policy distortion, which has been seen from the developing history of environmental industry in many developed country.The purpose of the thesis is to put forward some policy suggestion on how to further the development of environmental industry in China. The thesis tries to study the policy with the methods of historical literature research, contents analysis, comparison research etc.Firstly, the thesis makes a brief introduction about the concept of the environmental industry. Secondly, it analyzes the current situation of the environmental industry in China. Thirdly, it analyzes both the history and the current situation of the relative policy on environmental industry in China. Fourthly, it profits from the developing history of relative policy abroad on environmental industry. Finally, it proposes several policy suggestions on the development of environmental industry in China.The thesis divides policy on environmental industry into two parts, environmental policy and industrial policy. Environmental policy involves environmental regulation policy; environmental economic policy and propaganda persuade policy. Industrial policy involves industrial organization policy, industrial structure policy, industrial distribution policy and industry technology policy.The author proposes some policy suggestion, as follows:Environmental policy is to formulate stricter environmental regulation policy, including perfecting environmental laws and legislation, improving environmental standard and perfecting pollutant permit; to apply environmental economical policy widely, including changing pollutant discharge fee into environmental fee, modulating pollutant discharge trading and establishing deposit-refund institution; to try to use propaganda persuade policy, including perfecting voluntary agreement institution, reinforcing environmental education to people, encouraging people to participate in environmental supervision, establishing environmental information disclosure, enhancing the function of the environmental symbol. Industrial policy is to rationalize industrial organization, forming an effective competitive market atmosphere; to optimize industrial structure, adjusting proportion both interior and external; to rationalize industrial distribution, to coordinate industrial characteristic both interlocal area and intrazonal area; to enforce the research on environmental technology, promoting the industrialization of environmental technology.
