Today , enterprises environmental performance Management has become the hot issue at home and abroad. How to change from passive to active environmental management, the integration of environmental concerns into the management of strategic enterprises, enhancing environmental performance is the key to solving environmental problems.In this paper, in order to promote small and medium-sized enterprises'Environmental Performance Managementement, Based on the results of the Chinese and foreign scholars'preliminary research. Based on BSC, we select the key environmental performance indicators , and creat a theoretical model of environmental performance management for the Small and medium-sized enterprises, then put forward a series of hypotheses. The study indicates :Intangible Assets better support small and medium-sized enterprises'internal processes to create a value-creating; Internal processes create and send a stakeholder value proposition; Small and medium-sized enterprises get corresponding financial return from internal processes and stakeholders; We can found through the research: For the small and medium-sized manufacturing enterprises, Process management to be effective, this is the essence of their existence and development. The article concludes with the results of this study of the meaning and implication of the managementAt the non-dominant position in the supply chain, how small and medium-sized enterprises can strengthen environmental performance management is a challenging task.
