Study On Policies Of Woody Biomass Energy Industrialization In China

Woody biomass energy has become an important part of current forestry development. In order to develop the industrialization of woody biomass energy, countries all over the world have worked out the woody biomass energy policies, which suit to their own national and forestry conditions. Woody biomass energy has also become a kind of strategy in China. Analyzing and constructing our woody biomass energy policies would provide necessary theory support for the sound development of our woody biomass energy industrialization, and is a key point of constructing modern forestry under new situation.This paper first summarizes and analyzes the meaning and significances of the woody biomass energy, then generally introduces the energy situation in China, and also analyzes the obstacles in the development of China woody biomass energy. Accounting to the condition of the woody biomass in China, it points out the necessarily of carrying out our own woody biomass energy industrialization policy system. On the other hand, it introduces and compares the existing woody biomass energy industrialization policy system aboard to find good examples for that in China, and presents the possibility of making our own woody biomass energy industrialization policy system. Finally, based on the above judgment and analysis, sticking to the principles of combination of development and protection, carrying out in different periods, it designs the woody biomass energy industrialization policy system suitable for China, which contains of trade policy, resources policy, production policy, science and technology policy, investment policy and consumption policy.
