Study On Koizumi's Economic Structure Reform

Koizumi's economic structure reform was the third Japanese big reform next to the Meiji restoration and post-war reform. This reform was proposed by koizumi cabinet after they came into power in 2001. Japanese labor productivity has been reduced significantly and the economy of Japan has been thrown into long term state of recession since the 1990's. The aims of this reform were to change those systems and regulations that couldn't meet the productivity development and to resolve the problem of Japanese systematic fatigue and finally to push the economy onto the growth path of the self-discipline. A series of powerful reform policies and measurements were put into practices mainly in the following three aspects: (1) accelerating treatment with bad creditor's rights; (2) regulation innovation and privatization; (3) finance structure reform.During five year's reform period, Japan's economy stepped into slow recovery phase. Up to December, 2006, economy recovery has persisted for 59 months and became the post-war continuous longest prosperous period. That broke last economy continuous growth record : 57 months, which was created from November, 1965 to July, 1970. It was found that Koizumi's economic structure reform promoted effectively economy recovery. China and Japan's close economical relationship also made contribution to it. It was important to analyze and evaluate the Koizumi's economic structure reform systematically and objectively. The results will have an important theoretical and practical value. The followings are research pattern of this paper:Preface: Explaining the research background and purpose of this paper and summarizing the research achievements about the Koizumi's economic structure reform that were analyzed and evaluated by researchers around the world.Chapter One: Analyzing the background and reasons. Its main purpose is to explain firstly the significance of the Koizumi's reform, then to analyze the international and domestic background and reasons of reform, at last, to explain the aims of this reform that were to change those systems and regulations that couldn't meet the productivity development and to t resolve the problem of Japanese system fatigue and finally to push economy onto the growth path of the self-discipline.Chapter Two: Introducing the primary policy and measurements of the Koizumi's economic structure reform. Its main purpose is to discuss firstly theoretical basis of the Koizumi's reform—new liberalism; then to explain a series of reform plans that were proposed by koizumi cabinet; at last, to introduce the important reform policy and measurements in details.Chapter Three: Evaluating the Koizumi's economic structure reform. To evaluate the reform in the following three different aspects: theory, policy and achievements and summarize lessons that can be drawn as reference for China's economy reform.
