Study On Allocation Strategy Of Agricultural Information Resource In China

Along with the step on agricultural modernization, the whole agricultural system is involved in globalization and informationization, and the degree of agricultural information resources allocation becomes the key part that retinue modern agriculture development. The agriculture as a weak power estate meats double risks. Under the condition of economic globalization competition, the increase production of agriculture and the increase income of farmer depend on accurate and timely agricultural information, so agricultural information allocation has especially important significance in traditional agricultural reforming and sustainable development of agriculture.Agricultural information resources, as a type of special economic resources, together with agricultural material resources and energy resources, constitute the three pillar resources of economic and technological development in agriculture. Besides, agricultural information resources are gradually becoming the resources of the primary importance. However, in view of the information demand of a large number of information users, agricultural information resources are in a relatively short supply in our country. On the other hand, the allocation of our agricultural information resources is lacking in rationalization. Under such circumstances, more and more attention has been paid on the characteristics of agricultural information resources and theories as well as methods of optimal allocation of such resources. Study on this matter has become one of the most important matters in the domain of information resources management. Practically, it is beneficial in that it can improve the utilization efficiency of agricultural information resources and thereby speed up the construction of informationization in China.Specific studies of the followings: the paper analyses the demands of the allocation based on the characteristics which is different from other information resources. It also discusses the meanings of agricultural information resources allocation, target and principle, then analyses the present situation of the allocation and bring forward allocation tactics specifically for the problem. At last, taking Jilin province as demonstration marriage partner, applies allocation tactics to practice.This dissertation mainly consists of five parts as followed:The first part discusses the meaning of information resource and information resource allocation; it is the theory bedding for the following studies.The second part expounds the theory foundation of agricultural information resource allocation. First it puts forward the meaning of agricultural information resource and agricultural information resource allocation, then analyses the characteristics which is different from the other information, such as unbalance of allocation, the attribution of public goods and so on. At last, it proposes the allocation targets and principles based on the characteristics mentioned above.The third part analyzes the citation and problems of China's agricultural information. The research indicates that there still exist many problems, farming analyze, scale, inadequate including low labor information demand, talents, weak information high using cost, and lacked the essay figures out the reasons of above problems: weak application ability, small service. Based on above agricultural information consciousness, unreasonable agricultural administration system, lacked information establishment and short of high talent human resources.The forth part: the research on agricultural information allocation in china. It puts forward the allocation strategy from four respects of efficiency, fair, time and space. For efficiency the main strategy is satisfying the consumer's need, sharing and cultivating information market. For fair strategy is improving the information ability and diminishing the "information chasm". For space the strategy is building information basis platform and resolving "the one final kilometer" problem.The fifth part: the study on the case of agricultural information resources allocation. It inquires into Jilin province agriculture information need and information gaining channel by the way of questionnaire. In view of the result it also analyses the problems of allocation. At last the allocation strategy is proposed.
