The tourism development of Shuixigou town in Urumqi played an important role in the development of local village society. The development of tourism and the change of local community always aim at the changing form of using land resources. Before the 1990s, tourism is the beginning, in the 1990s, tourism is established as a leading industry of the local place, then after 2000 the strategy of the small towns was proposed and began to implement. One part of the farmland and pasture land turned into a tourist sites and urban construction. Local farmers and herdsmen changed their own original jobs to work on tourism. The proportion of agriculture and nomadism began to decrease. Great change has taken place about the ecological environment of Shuixigou town in the last 20 years, and the allocation of water resources and reducing performance can be used as one.Shuixigou town government is in the process of land acquisition for the development of tourism, farmers and herdsmen, Shuixigou town government and tourism businessmen, the three main tourism developers begin to fight for the right to use the resources . In the process, because all participants have the imbalance power, the capital power, government power and local people's power are gathered. In the result of power operation brings about contradictions and conflicts in the society of local village.This thesis based on the field work using basic the theory of eco-anthropology and tourism anthropology, which aims at"environment, society, power and resources"to describe the process of tourism development in Shuixigou town in Urumqi and reconstruct the typical case during the tourism development in many parts of the country or the Northwest region. This shows that local governments for the development of tourism on local decision-making and implementation process is not a one-way top-down pressure and seepage thoroughly. Folk power shows some form of the operation in the government's decision-making on the implementation and results, too. The operation of the power makes the society of village in Shuixigou town bring about the change of ecological environment, subsistence and division of social gender in the process of tourism development. The results of the continuation have certain influence on the sustainable development of local village society.
