Achievements Of SOEs Under Property Right Structure And Market Mechanism

SOEs were founded and run under the condition of traditional planned economy.The government has tried to reform them many times,but it was only after reform and open policy that came effective large-scale system reforms. The prime stages are:releasing authority and yielding profits,changing management mechanism,founding modern enterprise institution,and strategic reorganization.The government had begun to enlarge management right to independence of SOEs since 80s.The enterprises were empowered more rights than before.Kinds of contract management were employed.Therefore, enthusiasm of both employers and employees were stimulated.In 1992,the government formulated rules about changing management mechanism of SOEs.It was to make right to independence realize further.The reforms came to the next stage.The government had established the ideal mode of reform,that is establishing modern enterprises institution.The point was that it came to the system of ownership of SOEs for the first time.On December,1997,the thought of strategic reorganization was forwarded.However,the achievements of SOEs after reform are not improved apparently.What are the main factors that affects it?Property right structure or market machanism?Is there any relation between them?If yes,what it is.The answers to these questions are of great significance to practical analysis undoubtedly.The thesis will do some preliminary exploration on these issues.The research object of this thesis is behavior and achievements of SOEs under different property right structure and market mechanism.It makes profound analysis of bahavior and achievements of SOEs under four kinds of structure on the basis of clear relation between property right structure and market mechanism.The applicable policy measures are recommended as well.The main ideas and logic structure of this thesis is as follows:first summarying theories of property right structure and market mechanism,then defining the index of assessing achievements,and doing empirical analysis of the relation among property right structure,market mechanism and achivements on the basis of achievements assessing index,after that doing analysis on behavior and achievements of SOEs under different market structure,finally coming up with applicable recommendation on improving achievements.The full text is divided into five chapters.Chapter one mainly introduces practical significance,structure and contents,and methods of this thesis.Chapter two analyses relation between property right struture and market mechanism.Chapter three analyses relation among property right struture,market mechanism and achievements.Chapter four making analysis on behavior,achievements and causes of SOEs under different market structure.Chapter five gives some policy recommendations on improving achievements of SOEs.One is to against monopoly.In China,its prime form is administration monopoly.One is establishing high-independent control organization.Two is establishing judicature review mechanism.Three is establishing the counter-monopoly law enforcement agency.The other is property right reform.The main purpose is to introduce competition.
