The financial policy is an implement which governmental use it to regulate the economy. the object of macro-regulations by the government are made through the effective implementations of the financial policy. In the realistic life, the social environment becomes more complicated, which makes the financial policy implementations even more difficult, The phenomenon of the financial policy implementation deviation(FPID) can be seen from time to time, which seriously hinders the achievement of the financial policy target, deteriorates the authority of policies, and even damages the image of the government and the people's benefits. Based on the conditions of China, this thesis aims to make a systematic study of the FPID in China together with the causes and countermeasures of prevention and remedy, find its regularities and provide theoretical instructions on effective the financial policy implementation practices.This thesis consists of four parts.The first part explains why choose to write this theme and we should think much of the research about the FPID, then simple introduce the method of the research.The first part introduce the literature about the FPID too, because the literature about the FPID is very little, the literature about the FPID mostly introduce the policy implementation deviation.The second part of this thesis defines the concept of financial policy implementation and analyzes its important position. After that, this part expounds the concept of FPID and sums up its main forms.Then make a systematic study of causes of the FPID ,there are two causes of the FPID——the factor of endogenetic of the financial system and the factor of ectogenic of the financial system.The third part of the thesis analyse shortcoming of the system of the intergovernmental fiscal transfer,the system of tax distribution and the system of governmental budget, making use of the data and the game theory analyse process of the FPID.Finally, this thesis again stresses the importence of prevent and remedy the FPID. Based on the analyses in the previous parts, the thesis gives some countermeasures of prevention and remedy, the policy goal will be accomplished successfully.
