The Study On The Problem Of Chinese Agricultural Policy-directed Finance In The Transforming Period

This thesis is focused on the agricultural policy finance during the period of transformation and is composed of five parts:Chapter one , clarify the concept and the relative theory of agricultural policy finance . This chapter is composed of two parts : the first one is about the concept ,the main characters .The second one is about the theory basis of agricultural policy finance. The theory of market disfuction,public goods indicate that many public good in agricultural region can not be adjusted spontaneously by the market supply-demand mechanism because of the exterior effect and the dissymmetry of the cost and the income. this make the government intervention necessary. These theories are the basis of the agricultural policy economic.The second chapter clarify the start,the operation range,the organizing institution and the running mechanism of the America,France,Japan,India and the flowing experience inducing from foreign agricultural policy finance : (1) the main format is that the government own the property right of the agricultural policy finance .(2) the diverse-ditch and full-orient collecting fund mechanism (3) flexible running and managing mechanism (4) diverse organizing structure (5) perfect serving system of agricultural policy finance.The third chapter clarify the developing course of the agricultural policy finance in China from the planned economy to the market economy, and generalize the character of the agricultural finance in different phases . Then this chapter analyze the problem of the agricultural policy finance in this phase, including the irrational institution setting,the single fund collecting mechanism , the strict operation range, the inflexible stimulating mechanism and so on .At last, the chapter clarify the reason for these problem.The fourth chapter clarify the relationship of the agricultural policy finance and the rural economic growth. At first, this chapter clarify the importance of the agricultural policy finance in promoting the rural economic growth through the compare between the agricultural policy finance and the rural commercial finance in the capital investment, fund source ,credit structure,organization change .Then this chapter test the relativity between the agricultural and the rural economic growth through building a model .The fifth chapter analyzes the necessity of the development and perfect of the agricultural policy finance in the new period. The reform and development of the Agricultural Development Bank Of China,loose external circumstance and the abundance experience of the foreign agricultural policy finance have provided the favorable condition for the development of the agricultural policy finance .While there are some factors make the reform of agricultural policy finance difficult .Then the chapter put forward three reform route :direct transition route,indirect transition route and steady transition route . The third route is an appropriate route which accord with the character and the mode of the agricultural development and rural economy in China . At last ,this chapter put forward some material measure for developing and perfecting the agricultural policy finance.This article want to use the theoritical and the empirical analyses to explain the effect of the agricultural policy finance on Chinese agriculture development and rural economic growth. This article's most innovation is through the analyse of agricultural policy finance ,the aim of management and the attribute of public goods, and compare with country commerce finical in the fund source, fund's devotion to agriculture, framework movement, loan function and other aspects, through all of these ,explain that the agricultural policy finance has a advantage at helping the farmers. And use Regress analytical method to prove that the credit of the agricultural policy finance did play a important role in the growth of rural economic.
