The nogovernmental credit in our country has long history, it has had the peak, and also has experienced the trough in its development phase. More than 30 years after the founding of our nation, the nongovernmental credit activity spontaneously develops in folk area, but its scale is not large.At the beginning of 1980s, along with the development of national economy, the nongovernmental credit presents the active tendency. From the 80's later period to 90's early period, the nongovernmental credit gets even more actively,and has achieved a prosperous time in our country. After mid 90', along with our country finance reform deepening and financial supervising and managing strengthening, the nongovernmental credit activity turns to underground, and its development receives a certain restraining. From entering the 21st century to the present stage, the nongovernmental credit starts to recover, its scale unceasingly rises, in the coastal province such as Jiangsu, Zhejiang, Fujian, Guangdong and so on,where the nonpublic-owned economy develops very well,the local nongovernmental credit already had non-neglectable scale and influence.The nongovernmental credit like a double-edged sword. On the one hand, the nongovernmental credit drifts away outside the official financial system, and cannot be attached the importance to by the official department, in addition,the nongovernmental credit has its spontaneity and lacks exterior restraint, its potential risk is very large. But on the other hand, the nongovernmental credit has truly made large contribution to our country's economical development, specially to the nonpublic-owned economy. Therefore, we must profoundly realize the double edge of the nongovernmental credit, make its status clear which should be in our country's finance system, well develops its advantage, eliminates its adverse effect, and thus impels the Chinese economy better and better.This paper divides four chapters to carry on. The first chapter analyzes the present situation of nongovernmental credit in our country,including its concept, the character,the scale and the influence to Chinese economy.The second chapter analyzed the relations between nongovernmental credit and governmental credit: competes and supplement each other.The third chapter has analyzed the reason of nongovernmental credit separately from the economic and the sociological angle.The fourth chapter presents some suggestion how to regulate and well develop the nongovernmental credit in future.The main points of this article are: the nongovernmental credit has its own disadvantages, but in view of the reasonable reason of its existence and its contribution to the Chinese non-public owned economy, first,it must be convinced the status in the Chinese finance system, second, on the basis of well realizing its positive effect, the government must establish a good mechanism, regulate its development, lead it into a healthy developing way. Finally, making the rational and benign coexistence between the nongovernmental credit and the governmental credit, which consequently promotes the Chinese economy better.In recent years, many scholars have made some beneficial research on issue of the nongovernmental credit ,but the research degree was different. At present, the research mainly concentrates on the rationality and own flaw of the nongovernmental credit, nearly all scholars agree on the positive point that the existence and the development of the nongovernmental credit in our country, simultaneously have also pointed out its flaws. The scholars discuss and expect to find a good way to well develop the nongovernmental credit, but that how to solve above issue is sill no concrete measures.Thus, the author proposes the basic way and the concrete measures to the development of the nongovernmental credit,in order to make some effort to the solution of the issue.
