21st century is an information century. In this new time, how to utilize the chances of information to finance system, has been a major topic in the banking development.Electronic banking, as the implement of information technology to finance, has been influenced our life. Electronic banking, featuring in digital services, open running environment and 24*8 hours serving, has becoming the new profitable era. The users of electronic banking have increase from 4.4 million in2001 to 17.6 million in2004, and may be 44 million in 2007. It has become one of major trend in baking development.This paper starts from definition of electronic banking and analysis of its basic features. Then, it analyzes how this new thing influence banks'running, and we focus on the new risks which are brought by it.There are two parts in analysis of electronic banking risks. One is traditional risks, which are just slightly different from traditional banking, for example, credit risk, flowing risk. In this part, we pay more attention to those slight differences. The other one is special risks for electronic banking, these risks is totally new for banks, for example, system risks resulted from technology and management, and technology choosing risks, operational risks.Based on the research of features and risks of electronic banking, we turn to the research of regulation part. Whether we need a regulation, and how to regulate it, is the core topic in this part.The traditional economics and finance theory prove the necessary of finance regulation from the angle of external economics and information economics. But in the circumstances of internet, the cost of information searching has become very low. The doubts have threatened these bases. By analyzing the features of electronic banking, we prove that information problem still exists in net society. Meantime, the external problems still remain. So, the regulation to electronic banking is necessary.Because of new features and risks in electronic banking, we need to improve our regulating instrument. By summarizing the latest concept and experiences of developed countries, and observing the situation of China, we try to how to improve it. This is the purpose of this thesis.The problems of electronic banking in our country, lie in the deficiency of laws, the ignoring of risks in electronic banking, the limitation of technology and human resources in regulatory departments.To these problems, we recommend that the regulatory departments should making more laws to protect consumers, strengthen the regulating to major risks, cooperate with other countries, and so on.There are five chapters in this thesis.Part one is introduce of electronic banking. By study the definition of electronic banking in different countries, we give an accurate definition for it. Then, it analyzes the background of electronic banking, and new features of electronic banking. In the end of this chapter, we give a short introduce of development of electronic banking in major countries.Part two is risks of electronic banking. First, we analyze the traditional risks existing in electronic banking; second, it comes to special risks of it; at last, we analyze the causes of these risks.Part three is the research or electronic banking regulation. We demonstrate the necessary of regulation in electronic banking by using traditional theories. The external problems still exist in information time. The construction of electronic banking needs regulation. Moreover, electronic banking increases the risks of banks. All of these prove that we still need regulation.Part four is the experiences of world regulation. Although, there is a deep gap between America experiences and European experiences, we still can find something in common. By comparing the experiences in Basel committee, the world bank, America and Europe, we summarize six basic experiences.Part five is the regulation in China. We study the situation in china, and find our disadvantages. Then, make some suggestion to our country: to make laws, to establish self regulating association, to cooperate with our countries, and so on.The innovative points of this thesis lie in : First, by giving an accurate definition and analyzing the new features of electronic banking, we give an total description of this new thing.Second, give an systematic summarize of risks of electronic banking, and find some problems to China's regulating system construction.Third, the suggestion for China regulating system is practical and new.
