A Study About Complete Budget Management In Power Supply Corporations

As a synthetical controlling system, complete budget management is getting more and more attention when it is playing a more and more important role in achieving corporations'management targets. It is becoming the necessary choice for investors and managers.Recently, Chinese power supply corporations'innovation is to introduce competition system and push marketing innovation. With the innovation, power supply corporations will get advantages in the competition. Accordingly, power supply corporations have to start new management model and build new management system. These new models and new systems involve every side of production and management in power supply corporations. Therefore, using entirely budget management to achieve corporation management system innovation and reduce cost is getting more Chinese power supply corporations'attention.Complete budget management has been implemented in Chinese Power Supply Corporations since 1998. However, it still has some problems to fulfill corporation organic conformity. Under this background, this article combines the theory of complete budget management and the fact of Chinese power supply corporations to study power supply corporation budget management status and shortage. Furthermore, the author brought some comments to promote the application of complete budget management in Chinese power supply corporations.In the first part, the author introduced the concepts of complete budget management and the recent study and practice in China and other countries. In the second part, the author defined the particular content and methods of complete budget management in five aspects: budget workout,budget execution,budget adjustment,budget analysis,evaluation and assessment.Finally, the author studied the reality case of complete budget management in ABC Power Supply Bureau, mainly focusing on management system and management flow. Combining with FMIS (Financial Management information System), the author found seven shortages and difficulties for the further solution and improvement.The article is not only aim to help power supply corporations improve complete budget management in the operation, but also help complete budget management become consciousness inside the corporation activities to fulfill the management target and strategy.
