Daqing PingAn Property Insurance was settled down in Daqing Oilfield which is in the west Heilongjiang Province. Since then, Daqing Central Branch of PingAn Property Insurance has been carrying the service goal , "Credibility the first, Efficiency the fastest, Clients the highest, Service the best"; and promoted the reputation of the famous brand of PingAn Property Insurance following the excellent cooperation culture, pursuing the maximum of the clients'satisfaction, publicity and credibility. A big profit has been achieved in these years. And it is listed in the second place among the local industries.The first part of the paper introduces the outline of the Daqing PingAn Property Insurance. It prosecutes over one hundred kinds of insurances, such as motor vehicles, property, accidental injuries, health etc. Many other honors have been got along with the great progress of the cooperation. Secondly, it details the development course, experiencing three periods, undertaking , growing and maturity. Thirdly, it tells the environment of the Daqing PingAn Property Insurance which it is facing, the outer environment are, supplying, insurance media, competition and policy supervision; the inner one includes, personnel resources, interior statues of management and valid supplying. At last, it proposes the development strategy of the cooperation. The strategic goal is "500 world power, 400 qualified, gaining the reputation of 100 years cooperation". So the strategic goals of the Daqing PingAn Property Insurance within three years are, "The best quality, benefit orientation, legal business, challenging the climax."The second part of the paper analyzes the outer and inner environments of the Daqing PingAn Property Insurance. Thus the analysis model SWOT has been formed. It says that it must take advantage of the better marketing trend to expand the demands of the markets, innovating new products, developing new products. And it must provide excellent services, improve on the marketing concepts, implement innovation strategy. Eventually, it illustrates the developmental countermeasures to fractional markets, differential centralization strategy, innovation strategy, cooperation organizations and inner administration, and so on.
