China Bank Regulatory Committee(CBRC) has done a lot of work to perfect the regulatory system of the banking, likewise, as an important role of financial market, it is urgent to establish a comprehensive performance evaluation index system for financial companies. This index system focuses on the core elements of financial company operation, that is safety, liquidity, profitability, and expansibility. The paper made reference to a great deal of available literature on performance evaluation, especially on commercial banks and applied the Balance Score Cards theory on the subject. On basis of the four fundamental aspects of financial company performance, this paper brings forward the details of quantitative index of financial performance measuring business safety, property liquidity, profitability, and future growth, according to the features of financial operations. This paper puts forward another performance index that is not easy to calculate quantitatively. We call this index qualitative index or none-financial index to measuring the service providing, internal operation management, organization learning and continuous improvement, employee's growth and morale. With the view to evaluate the performance correctly, standards are set up in reference to the benchmarks of commercial bank and other financial institutions. Both the quantitative financial index and the qualitative management index make up the overall of the performance of the financial company and the evaluation frame comes into being. Then it discuss the procedures and process of evaluation.In the end, this paper applies the index system to the Zhong He Financial Company as an example. According to the results, the performance evaluation index system can calculate the real financial and management achievements satisfactorily. This index system can serve as an yardstick to assess and prompt the manager too.
