Efficiency Research Of Nan Jing Post

Post is a component of the national economy, occupying important position in nationaleconomic system. At present, the post of our country has already entered a new historydeveloping stage. It has important strategic role in bringing about an advance in socialeconomy that the post realize sustainable development by seizing the opportunity anddepending on the scientific and technological progress to strengthen and improvemanagement and administration, and to reduce the production cost and raise the efficiency.So, this thesis researched efficiency of Nanjing post which is a typical epitome regarded asChina Post and analyzed its existing problem. On basis of above analysis, to improveefficiency, the paper put forward the route and measure which have important theory andrealistic meaning to improve utilization ratio of labor and apparatus resource, reduce costs,speed up the development of portfolio and increase incomes.This paper used the rent, labor and equipment cost as inputs, the mail and parcel,express mail, postal saving and other issuing as outputs. And DEA-SOLVER software wasused to calculate efficiency value in 2001-2004 of 29 main post offices of Nanjing(including the comprehensive efficiency value, pure technical efficiency value andefficiency value of scale) respectively based on concept of postal efficiency and DEAtheory and foundation of the model. Utilizing efficiency value, the paper analyzeddifference and change of efficiency value among the post office of Nanjing on horizontaland longitudinal respects, and gave scheme to optimize efficiency of branch post office inoutput view based on 2004. The compared results found that the technical efficiency ofoutput of post office in Nanjing is relatively high in 2001-2004, its comprehensiveefficiency, pure technical efficiency and scale efficiency are above 0.9 on an annual averageThe results indicated that after post and telecommunications assigned to the camp, the postoffice of Nanjing can suit to the situation change, change the marketing idea, fully play thepotentiality of the production technology. In production scale, some sub-offices are at thestage of increasing returns to scale at present, and can improve scale efficiency andcomprehensive efficiency by expanding the production scale appropriately.The thesis discussed affection on Nanjing postal efficiency from worker's quality,postal business, production scale and technical progress and innovation. Finally according to previous analysis, this paper provided policy recommendations of improving postalefficiency, such as fully turning uneconomical scale into economical scale, insistingstrategy of development depending on science and technology revitalizes, strengtheningscientific and technical innovation, optimizing the structure of business and developingbusiness strongly, improving worker's quality in an all-round way and utilizing the humanresources effectively, etc..
