The Research On Evaluation Of Operating Efficiency In China’s Logistics Enterprise Based On The DEA

Since the Eleventh Five-Year Plan, China’s logistics industry has gone through the introduction of Logistics Industry Restructuring and Revitalization Plan as well as the current Long-term Planning of Logistics Industry Development and other policies,which prompt the rapid development of China’s logistics industry. Currently, China’s logistics industry has shown long term, rapid and stable development, and the rapid upgrade of infrastructure and enhancement in service level are also obvious. Logistics industrial system has taken shape, making it a very important part of the national economy. Despite of the promising future of China’s logistics industry, it still will be in the preliminary development stage in a short period of time. Imbalanced development in urban and rural areas, low industry concentration, high competition, low network information degree, low efficiency, high cost and other problems are completely exposed. In recent years, the increased demand for logistics and diversified customer needs also put forward urgent need to improve enterprise performance. Enterprise performance evaluation can effectively enable the enterprises to understand their business situation and position in the industry, playing an important role for enterprise managers to integrate resources and optimize resource allocation. As a constituent unit of logistics industry, logistics enterprises’ scientific and reasonable performance evaluation is very favorable to the whole logistics industry as well as the development of Chinese economy. If the logistics enterprises can start from their own operation status, make comparison with counterparts, and conducts scientific evaluation of their own performance, it will have profound influence on making proper operation plans and development strategies to cope with the increasingly fierce logistics market. This is also a foundation for an enterprise’s long-term development and survival. Therefore, it is has become an urgent topic for current logistics management science to establish a set of logistics enterprise performance evaluation index system, use practical and scientific approaches to evaluate performance of logistics enterprises, analyze the reasons and develop strategies.This paper analyzes the current status of logistics industry and logistics performance evaluation and selects “Data Envelopment Analysis(DEA)”, a recognized scientific performance evaluation approach. Through repeated reading of relevant literature and accomplishments, the combination of Model CCR and BCC is adopted tocarry out evaluation. Then determine indexes and collect data, refer to the input and output index adopted by scholars, and combine index design principles with my own opinions to divide input index into net amount of fixed assets, increased amount of remuneration payable to employees, number of employees and total operating costs;and divide output index into operating profit, total revenue and net profit. Then this paper selects 36 sample listed enterprises based on the actual situation and research methodologies, and extracts five years’ actual data from their annual reports. At last, it analyzes logistics enterprise performance step by step from comprehensive technical efficiency, pure technical efficiency and scale efficiency and other aspects, and makes comprehensive analysis of the result through returns to scale, descriptive statistics,classification comparing and other concepts and methods. The result shows that from2009 to 2013, the operating performance gap between China’s listed logistics enterprises had been narrowed with obvious efficiency gaps. The overall performance is still low with great diseconomies of scale. The result also shows the specific analysis data of enterprise index, such as slack variable. In the end, this paper puts forward corresponding policy suggestions and the researches to be continued in the future.
