Analysis Of The Effects On Export Policy Of Chinese Coal Industry

One of "the new trade theory" developed 1980s is called the strategic trade policy, which bring more attention. The prerequisite condition of this theory is imperfect competition and the economies of scale, this theory includes two parts—profit transmission and external economies theory, economics and politically economic condition will also have influence on the effect of its implementation. Our country can apply strategic trade policy to coal industry. This article has proven in our country the feasibility in tradition industry—the coal industry apply the strategic trade policy, simultaneously according to such assumption, uses the model of Dixit, with 2003 data in Chinese coal industry, examine the effect of tax rebate for export, Empirical study has proven showed that, tax rebate for export promote coal volume of exports, indeed shift the profit to our manufacturer and enhanced the national welfare. But after 2004, the export policy of taxes drawback for Chinese coal industry has been changed to export tariffs in 2006. The analysis of the effects on the export policy of this industry and the exploration of the reasons for adjustment will be reference for the policy making or adjustments of relevant industries. This article will make use of the theory of external economies to survey the welfare of whole national economy, explained by the case analysis method.
