The Application Research Of The Strategic Trade Policy In China

After the transition period of joining the World Trade Organization, the market of China will open more widely to the whole world. In the meantime, the industries and business enterprises of our country will participate in international competition in more extensive realm. How to make a reasonable trade policy by government to promote enterprises and industries developing that is worthy of being researched. Based on this point, the paper analyzes the application of the strategic trade policy in our country and some problems we should notice.Firstly, the paper analyzes both positive and negative comments on the strategic trade policy from some international commercialists. We believe that if"government policy" is introduced as a key factor; the strategic trade policy is the development of traditional trade theories. And we claim that we should develop"government policy"sufficiently in particular industry to make our country have and keep comparative advantages in this particular industry. And then, after analyzing the practice of the strategic trade policy in some certain countries, we get the point that according to the present development condition of our economy and industries, strategic trade policy can be applied in our country. In the meantime, the paper points out the four factors we need to fully investigate if we want to establish strategic industry. They are incompletely competitive market structure, high industry concentrate and barrier to access; high industry correlativity and having positive external effect to domestic enterprises; high value-added and will export more or import less; and last the measures should not lead to price of product factors ,especially wage level, increase too much. In the end, we carry on a classification of our strategic industries. They are some certain traditional industries, high value-added industries and industries to occupy future markets. Based on this, the paper gives some suggestions on specific strategic trade policies. And then, according to the negative comments on strategic trade policies, the paper points out that we should pay attention to some problems during the implement process of the strategic trade policy. For example, we should strengthen the concern to the not- strategic industry; we need to push the development of some relative industries; we should also follow some relative rules of the World Trade Organization, etc.After analysis and research, we believe that our market structure and industry structure accord with the conditions of implementing strategic trade policy. If we can select strategic industries correctly, and implement strategic trade polices properly and timely, it will help us to develop our industry and national economic. According to reference research and practices of other countries, we should pay attention to the following questions: to be aim for the whole national economic development other than any single industry; to implement policy to access the same target in both strategic and non-strategic industries. At the same time we cannot violate the WTO regulations, in order to require the maximal effects of strategic trade policy.
