Research System Design For Private Enterprise Admittance To Defense Industry

Permitting private enterprises to enter into national defense industry and participate in the R&D of military products is one of the important policy transformations. Experiences of private enterprises'participation in national defense industry in foreign countries suggest that it can promote transformation of national defense industry, the increase of domestic economy, and the realization of integration of military and civilian sectors. However, the unique qualities of national defense industry determine that government will not allow completely free competition in this area and apply restrictions on market behaviors in this area through proper system arrangement. This thesis tries to design the system of private enterprises'admittance to national defense industry with system design theories and system economics, and so on.This thesis firstly defines private enterprises'admittance to national defense industry and clearly points out that private enterprises can only serve as subcontractors and components providers in national defense industry area. in combination with the present development status of national defense industry and private enterprises in China, the author specifies how private enterprises'admittance to national defense industry can help achieve the integration of military and civilian sectors and how present system barricades the private enterprises'admittance to national defense industry. After comparing the modes of private enterprises'admittance to national defense industry in western countries and analyzing their differences and similarities, the author predicts the target mode of private enterprises'admittance to national defense industry in China and concludes the aspects that should be emphasized in the process of applying such mode. Under the framework of this target mode, the author sets basic theory foundations for the subsystems which constitute the target mode and achieves corresponding policy implications.
