The Existent Problems And The Countermeasures Of The Governmental Management Of The Construction Cost Consultation Industry

With the integration of international economics and the deepening of China economics system reformation, the construction cost consultation industry closely related to fixed asset investment plays more and more important role in controlling investment and saving construction capital. With the multi-variation of subjects of investment, the development of responsibility system of project entity and also the successful negotiation of joining in Word Trade Organization(WTO), our project cost consultation industry faces a wider development space and severer market competition from civil and abroad. This thesis probes into the problem of what countermeasures our government should take, facing opportunities and challenges, to reform the governmental management of the construction cost consultation industry and hence set up a managerial system of this industry, which not only fit in with our national condition but also accord with the rules of WTO, to accelerate our national economic development.This thesis analyzes the economic value of the emergence of the construction cost consultation industry and states clearly that developing this industry is of great value in three aspect. This thesis also points out the problems in this industry through investigation into the historical development and the present situation of our national industry of construction cost consultation. In this industry the market management is in disorder, the governmental managerial system is lagging behind, the laws and regulations are imperfect, the supervision on governmental management is powerless, an efficient mechanism of risk reduction is in want, the industrial credit is deficient, the governmental managerial system of credit and the mechanism of talent cultivation are imperfect, the management of the industrial society is powerless and the informationalized management of this industry is lagging behind.This thesis, through its studies on the present development of this industry in Hong Kong, America, Germany, Britain, Japan, Italy and other regions, analyzes their common features in governmental management, corporate mechanism, industrial credit, service level, management of professionals, so on and so forth. With reference to foreign managerial experiences in this industry, to solve the problems existing in this industry in our country, this thesis states that the industrial managerial system can be constructed on the three levels of managerial system, legal framework and managerial mechanism through the following ways: to centralize industrial management, develop industrial society, regulate the market regulations of entry and clearing out, make and strengthen the laws and regulations, etc.This thesis also studies from the perspective of public management and suggests that our government reform governmental management and promote the industrial development in a healthy way through setting up a standardized and sequential market system, transforming positively the governmental function, making and consummating the laws and regulations, perfecting the mechanism of supervision and restraint, establishing the system of risk reduction, enforcing the insurance system of professional responsibility, establishing flawless mechanism of talent cultivation, promoting the construction of the credit system of this industry, accelerating the reform and development of the industrial society, promoting the informationalized management of construction cost etc.
