As a support to the entrepreneurial strategic goal and overall operation behavior, enterprise performance evaluation system important now plays a significant role, and increases more and more concern. In response to rapid changes in a timely manner, China Aerospace Times Electronics Corporation, the leader of China's aerospace electronics industry, has to better meet market demand, and constantly enhance its capacity to implement strategy and core competitiveness, therefore the establishment of scientific performance evaluation system for CATEC is essential. The study aims to improve the CATEC's performance evaluation system by using performance appraisal and BSC theory.First we reviewed performance evaluation and BSC theory, and based on the analysis of the performance of industrial enterprises in China's aerospace electronic evaluation features, we pointed out that it is necessary to the reform the electronic aerospace company's performance evaluation system. Through expert interviews and research, we defined three factors which determine the company's performance evaluation by using ISM: First the evaluation objects and subjects, and the other is the weights of evaluation indicators, the third performance evaluation process. Analysis showed that the company's improvement of performance evaluation system must be based on these three aspects. According performance evaluation theory, systems engineering theory and BSC theory, the authors redesigned the company's performance evaluation system on the basis of BSC. First, we clearly defined the subject and the object of the company's performance evaluation system, and then the primary responsibility of the Working Group. These work laid the foundation for the design of evaluation systems and the processes of performance evaluation. Secondly, by using the BSC theory and expert resources, in accordance with the financial, customer, internal processes, learning growth four dimensions, we selected 17 performance evaluation indicators. By using AHP and expert ranking we determined indicators weights in the company's performance evaluation system, and designed standards for indicators of performance evaluation. Finally, through the network of technologies, we redesign the company's performance evaluation processes.The study has a significant value for the CATEC to improve the performance evaluation, and some certain reference value to those state-owned large and medium-sized enterprises which face the same problems.
