With the continuous development of economic globalization and change,a rapidly changing business environment,industry,the competition between the enterprises is becoming more and more fierce,enterprises have to face how to survival and development is that all the problems.In today's era,the competition in the final analysis is competition,who can force on human resources management,then who will grasp the initiative in the future competition,performance management arises at the historic moment.Modern performance management originated from enterprise management,which has been gradually applied to government management since the 1970s to form government performance management.The performance review of the tax department is incorporated into the government's performance system.The government performance management adopts the core idea of enterprise performance management,and it exhibits its unique operation mode.It is through the establishment of scientific and comprehensive digital model,to government departments,so that the completion of the work for all staff,working efficiency and quantifies the contribution to the work of the government,through a certain index scores,to provide support for government decision-making.The results of performance evaluation can improve government work,reduce administrative cost and improve government effectiveness.This paper chooses Shenyang SH local taxation bureau as the research object and design a new performance evaluation system based on the balanced scorecard for this branch.First,it introduces the basic situation,organization structure and personnel situation of SH local taxation bureau,mainly analyzes the general situation of the performance evaluation of SH local taxation bureau and its existing problems,including performance appraisal system do not tally with the strategic goals,performance evaluation is not scientific and the performance evaluation incentive effect is not obvious.Aiming at the existing problem of SH local taxation bureau,this paper designed the balanced scorecard.Strategic objectives for SH local taxation bureau,different levels of the strategic map drawing,the design of performance indicators and the focus in this paper,the index weight is ordered,build a comprehensive performance evaluation system.Finally,this paper describes the difficulties and the problems that should be paid attention to when the balanced scorecard is applied in the SH local taxation bureau,based on the balanced scorecard performance evaluation system to improve its way of working,reduce administrative costs,improve the work efficiency is of great significance.
