The Research On Mechanism Of Cooperation Between Local Governments Based On The Wuhan City Circle

Economic globalization and regional economic integration are the two major trends of the current world economic development. With our country social and economic development, especially after joining the WTO, the continuous deepening of reform and opening up and the gradual establishment of the market economy, close ties with the regional economy, and expanding cooperation in scale and shape as the Yangtze River Delta, Pearl River Delta and so on. To play the role of regional linkages in Wuhan, to promote economic and social development of Hubei province, Hubei provincial party committee and government made great foresight in 2002 to build Wuhan city. Especially in 2004, the CPC Central Committee and the State Council for the rise of the central strategies as a "hub of nine provinces," the Wuhan its prominent regional role appear outstanding. Hubei Provincial Party Committee and government to implement the strategy of central area, Wuhan city in the play the lead role in regional development, more emphasis on the construction of Wuhan city circle. And the development of regional cooperation, the role of local governments more obvious, to a large extent, the performance of regional cooperation is between the local governments. To promote Wuhan city circle integrated development, it is necessary to strengthen the cooperation of local governments in Wuhan city circle. The conclusion on the basis of theory and practice, we construct the mechanism of cooperation between local governments in Wuhan city circle system, with a view to promoting the smooth development of cooperation between local governments. In this paper, which can be summarized as follows:Firstly, introducing the topics of this paper background in terms of economic globalization, regional integration and the formation and development of Wuhan city circle; then to elaborate significance of this paper from the theory and practice; finally, introducing the main topics, Innovation and research methods outlined.Secondly, briefly introducing the city circle, Wuhan city circle and defining the concept of co-operation between local government in Wuhan city circle, then, introducing the government cooperation in the theory and practice. In theory, attributed mainly to the introduction of reason theory, factors theory and so on; in practice mainly introducing local government cooperation practice of the Yangtze River Delta and local governments and in the United States.Thirdly, analyzing the question of Wuhan city circle, focusing on the construction of the necessity and feasibility of cooperation between local governments in Wuhan city circle, and establish basic guiding principles of cooperation.Fourthly, this part is important. We constructed Wuhan city circle main local government system and its various mechanisms of cooperation mechanisms operating model. The mechanism is dominated by the dynamic mechanism, planning mechanism, coordination mechanism and guarantying mechanism; Corresponding to this, this paper presents APT-R model, a multi-level model, process model and multi-layer guarantee model and so on.Fifthly, to enhance the operation efficiency of local government, we make the analysis from the from the operation of infrastructure, operation process and the results of operations.Finally, making a summary of this papers and research prospects and the further study outline for the shows.
