A Study On Reconstructing Anhui Province Rural Financial Organization System

For the development of agriculture and rural economy, Anhui Province has implemented a series of reform on rural financial organization system during the reform of rural economic system. At last, the rural organization financial system has formed in which Rural Credit Cooperatives as main body, Agriculture Bank of China and Agriculture Development Bank of China is important ingredient, folk lending is a supplement.Ostensibly Anhui Province rural financial organization system is quite perfect. This system consists of cooperative finance, commercial finance and policy finance. However, in fact there exists lots of problems. With the deepening of financial system reform recently Agriculture Bank of China has closed a multitude of branches in countryside to seek the maximum profit. And with deepening the reform of food circulation system, the business of Agriculture Development Bank of China shrinks gradually, thus its policy function weakens. Since its path-dependence of institution transition cannot be broken, Rural Credit Cooperation has the low reform efficiency and the inclination of commercial operation. All these problems show that the rural financial organization system nowadays cannot match the development of agriculture and rural economy and constructing a New Socialist Countryside. So it is necessary and important to reconstruct a new rural financial organization system that fits the development of agriculture and rural economy.On the micro, the thesis points out the problems of current rural financial organization system through analyzing historical dates. The basic frame of Anhui Province rural financial organization system is put forward in the thesis, on the basis of analyzing the current financial demand of rural economic development and referring to the experience of oversees countries.The thesis consists of six parts:Part One: Introduction. This part explicates the basic problem of rural finance and rural economic development, researching aims and significations, and summarizing domestic and international documents and so on.Part Two: The present problem of Anhui Province rural financial organization system. The part analyzes the current financial demand of Anhui Province rural economic development to seek the gist of re-constructing a new rural financial organization system.Part Four: Practices and experiences of rural financial organization system learned from foreign countries. This section introduces the rural financial organization system development and operation in USA, Japan, India and Brazil. AT the end of this section, the thesis gives a summary to their experiences.Part Five: Reconstruction of Anhui Province rural financial organization system.
