First of all, the paper describes the background and basic reason of the trade frictions.After attending World Trade Organization (WTO), China takes a series of measures for trade facilitation. In the aspect of tariff diminution, the total tariff level declines from 42.7% to 9.9% during the year from 1992 to 2005. And in the aspect of non-tariff barriers, more than 400 H.S. Code of goods including 35 kinds of vehicle products are canceled non- tariff measures. And most primary products are canceled tariff quota management except fertilizer. At the same time of market opening acceleration, service business also develops quickly. Because China abide by its commitment of market-opening, its volume of foreign trade also increase rapidly. The paper will show a series of numbers to address the issue. Total export and import volume of China has increased from 509 billion dollars to 1155 billion dollars during year 2001 to 2004. And China has been the third largest foreign trade country. In 2005 the number exceeded 1400 billion dollars. And the degree of dependence upon foreign trade has nearly 70%. Foreign trade has shown its great influence on China's national economy.At the same time, world trade increases slowly because of lack of mobility. The high volume of China export causes the tide of protectionism all around the world. The relationship between China and the members of WTO, especially the developed countries, becomes more and more tensional. And trade frictions appear frequently. The measures of anti-dumping, anti-subsidy from foreign countries become the most important risk for Chinese export products during the Post-transition Period. Meanwhile, some countries frequently take non-tariff barriers such as quality, technology, sanitation, etc. All these bring disadvantage factors and restrict the development of China's foreign trade.The second part of this paper will analyze the situation and the reason of trade frictions and pay much attention on anti-dumping.The third part of this paper will study a case: the textile frictions between Colombia and China.Because the variety of trade frictions after attending WTO, it deeps the complexity of Customs administration for trade economy. Now China's Customs has faced much more challenges.The forth part of this paper will describe four traditional functions: tariff-collection, anti-smuggle, surveillance and statistics. And in the new environment China's Customs should find new methods to meet trade frictions and serve to the foreign trade.Measures as follow:A, Build up early-warning system to provide the data support to the trade frictionB, Build up enterprise credit system to promote foreign tradeC, Insure the safe and the convenience of international trade and cooperate with business circles and international customs...
