Research On The Optimization Of China Customs Integration

With the rapid development of international trade and the integration of economy,trade facilitation has become a hot issue which aims to simplify and coordination of trade procedures and formalities.As an important executive for supervision and management of the national entry-exit affairs,customs plays an irreplaceable role in the process of promoting trade facilitation.Customs and cross-border formalities are also thought to be the core of trade facilitation.In order to smoothly adapt to the rapid development of international trade and the integration of economy,the customs offices of various countries have explored the system and facilitation measures to promote the coordinated development of economic integration.The most effective measure in the reform of customs clearance is the implementation of customs clearance Integration.In recent years,as an important member of the world customs organization,China Customs has taken a series of policies and measures to carry out customs reform,such as paperless classification policy,clearance classification and the regional clearance integration policy.In 2017,the Customs decided to push the integration of regional customs clearance to the entire country.This reform completely broke the regional barriers and strengthened the overall linkage and coordination among customs offices across the country,thus minimizing the number ofcustoms clearance Transaction costs and strengthened the capacity of customs clearance and supervision,improved the quality of customs services and supervisory efficiency,and effectively promoted the all-round economic and trade cooperation in our country.However,in the early stage of the operation of customs integration,it still faces the problems of regulatory concept,management mechanism,technical measures and foreign cooperation.This paper introduces the background of China's customs clearance reform in detail and reviews the customs clearance reform policy of China.The specific measures that led to the current customs clearance integration in our country are also elaborated on the effectiveness of concrete measures.However,a series of problems inevitably arise in the early stage of the reform of customs clearance integration.Therefore,in the fourth part,this paper mainly analyzes the customs clearance management cases of the U.S.Customs,the EU Customs and the Japanese Customs,and concludes the part that can be used for reference in the customs clearance of our country.And in the fifth part of the article,based on the perspective of the Silk Road Economic Belt as a breakthrough point,this paper seeks to find out the problems existing in the four aspects of the regulatory concept,management mechanism,information technology and foreign cooperation in customs clearance integration,And to deal with these problems,the current customsclearance mode to rebuild and upgrade,to promote customs integration and maximize the effectiveness of customs clearance.
