Since 1980's, China has been experiencing a rapid social transformation and system transformation period. China's state-owned enterprise reform as the most direct embodiment of a society in transition, has been concerded in political science ,economics, sociology and other academic aera. On China's reform of state-owned enterprises, especially the old industrial bases in northeast, Many scholars have made a theoretical and practical level response. Most of the analysis and reflection are about a series of negative and special social problems,such as the issue of employment for laid-off workers, migrant workers etc..but pay little attention to the reform of state-owned enterprises in essence.The paper from the perspective of the reform to analyse state-owned enterprises. The essence of the reform of state-owned enterprises is a process of planned economic system change to the market economy system. In the process of system reform, we learn a series of formal rules of the developed market economy system from western countries and neglected that in China, informal social system ,such as a stable cultural traditions, cultural heritage, the social psychology with traditional,historical and stabe,is playing a great role in social life. The way of thinking and values of the workers under planned economic system still guide and control the behavior of individuals in a fairly long period of time . The phenomenon of dislocation between changes in the system of state-owned enterprises and workers movements effects the reform efficiency and process,it should be corrected promptly.Therefore, this paper to be launched in three parts. The first part ,discussed the reform of China's state-owned enterprises is a process of system change an innovation in essence, but in fact,it only achieves a series of formal institutional changes and neglects the important role of informal system .The second part, focuses on the informal system of China as an main form of traditional culture "ceremony" has shown a strong and binding normative in the social life ,and results the workers emotional action. It reveals abroad that serious dislocation and conflict exist between formal system and informal system of the changes of state-owned enterprise. The third part ,point out that the state-owned enterprise reform as a process of institutional change,should be the organisms of a formal system change and informal system tupdate , and tried to adjust the dislocation and conflict between formal system and informal system. On one hand, we should improve the formal system reform ,through improved material production to accelerate the development of the informal system of evolution; the other hand, respect for traditional Chinese culture,make market-oriented modern enterprise system of formal fit in with traditional Chinese culture, with help from the government and the community to achieve both coordination and integration, and ultimate realization of a harmonious society in an orderly fashion.
