| Since the business of RMB has been opening to the foreign banks in all aspects from December 11th,2006, china will finish the transition period for five years and fully fulfill the basic promise of entering into WTO. It becomes the focus of concerning that how efficient Chinese commercial banks are and how can they survive in the competition. It is urgent for state-owned commercial banks in the reforming period to find the difference with the first–class banks in the world and find out the cause of restricting the running efficiency, so as to enhance the ability of competition as soon as possible. The present research focus on the unitary property rights and the unclearness relationships of property rights as the source of low efficiency of state-owned commercial banks. There are many facts that influence the efficiency, this essay lays special emphasis on the influence of property right mechanism. I make use of DEA method to reckon the technology efficiency of 14 banks during 1998 and 2004 at first and then adopt the model of Panel data to verify the"property right decision"to bank efficiency. The results shows that it is the low ability of profit-making and the unitary property right which mainly lead to low efficiency of the stated-owned commercial banks and it is the crucial factor that the property right mode influences the efficiency of the state-owned commercial banks. Finally, this essay brings up some suggestion available for property right reforming, including achieve the success reform from three aspects, such as microcosmic, middle angle and macroscopic based on summarizing the experience of reforming and exploring. To come in effect, the reform of shareholding system includes deepen the reform of banks, the reform of outer environment and in coordination with macro policy. We need to Build and integrate the system of legal person administer and construct the outer environment and supporting measure to reform the shareholding system gradually. |
