Core competence is a strategic concept, which needs to be accumulated bit by bit, and forms a procedure from quantitative change to qualitative change. For those fixed network carriers, who lives in a period of strong market competition and customer consuming practices change as a result of technical reform, the development is a slow procedure. It is necessary to foster, with strategic vision, and build up capabilities with continuously competitive advantages. It will help enterprises grasp the market opportunities, cope with threats which are brought with by the economical periodic change; drive enterprises make efforts on create remarkable customer value for their customers, so as to obtain for themselves new high speed increasing point and reward.Reform is a major tendency in worldwide telecom industry, as well as a long-term development intrinsic request in China telecommunications industry. Facing to the time vicissitudes, cross in industry development, reform is a common strategic choice for various international telecom giants, while Chinese telecom enterprises are promoting reforms with great efforts. As that fixed network carriers' services are more closed to customers than mobile carriers', thus it is a must to achieve advantages via services, the core competences are composed of three parts, innovative value capability (mainly service innovation), customer relationship management, brand name asset management, production and innovation is foundation, but which can't achieve constant advantages. From core competence constitution point of view, fixed network operators should Regards as oneself a service provider providing modern communication solution, rather than only a telephone provider.In Chapter One it is focused on core competence understanding, including various concepts, definition, recognizing, achievement; the bridging effect of core competence in enterprise comprehensive ability system and different layer of competing advantage, and dynamic characters.In Chapter Two, it's combined with industry characteristic, described from customer value (creation and apperception) and telecom value-added project development process point of view, the capability system that an enterprise should achieve, which would be scanned one by one as per the core competence standard clarified in Chapter One, to find out the core competence composing. In Chapter Three, it is to analyse the Guangxi Telecom value-added service development environment and potential; In Chapter Four & Five, by means of the SWOT analyse of five competence and 4P,it is to describe the business development experiences and lessons; In Chapter Six it is a further strategic analysis for Guangxi Telecom value-added service operation, describing how to make use of brand name, customer network and service strategy to have specific enterprise be the most front runner in its industry. If value-added services development is in response to government's requirements, integrate telecom resources and social resources, make efforts on increasing cities residents life quality, improving city construction image, promoting city economic development, thus can pave the way for indefectibility.
