The Research Of The Structural Optimization Of The Third Industry's FDI In China

According to the law of industry structure, the proportion of every industry in GDP varies with the growth of per capita output value. Firstly, the first industry occupies leading role, and gradually the second industry will became the dominant industry, finally, the third industry will overcome the second industry. from the global view, service trade has become the main field FDI interested in. At the same time, attempting to expand to all over the world, the leading strategy of service trade, has changed from follow-type to initiative-type, began to cast the situation of simply following manufacture and turned towards the abroad. It began to focus on the international market with independent attitude.Compared with western developed countries, China's service industry weights much less in the three major industries, and even runs behind some developing countries. Furthermore, The efficiency of our country's utilizing foreign capital has been relatively low, which is not coordinated to the overall trend of FDI flowing to service industry and the development rule of industrial structure worldwide. Therefore, this paper focuses on the problems existing in overall structure, industrial structure and regional structure of the third industry, tries to find out the path of using FDI to optimize the third industrial structure, makes efforts to further enrich the meaning of FDI and industrial structure theory, and provides a certain theory reference for the practice of FDI.The dissertation contains four chapters, The basic framework is as follows.The first chapter introduces the background and significance of the research, research approaches and methods, innovative points and the deficiencies of the paper, then analyzes the theories of FDI and optimizing of the third industrial structure based on the time and nation.The second chapter analyzes the courses and influence factors of FDI inflowing to the third industry in our country. The course of FDI utilizing in the third industry is divided into five stages and each stage's characteristics has been summarized. Then, a great deal of important factors that can affect FDI entering the third industry of our country is discussed on two sides, the investor and the receiver.Applying the quantitative and qualitative analyses, demonstrational and normative analyses, the third chapter induces a lot of parameters, such as TC index and so on, points out the problems existing in overall structure, industrial structure and regional structure when inducing funds to the third industry. For example, the condition of inadequate and fluctuant FDI exists in overall structure; FDI gather in real estate and weak industries lack sufficient foreign capital and so on; FDI assemble in eastern area and discriminate other areas.The forth chapter puts forward the corresponding tactics of optimizing the third industry's structure focused on the problems existing in overall structure, industrial structure and regional structure of inducing funds to our country's third industry. The problem of overall structure can be solved by the function of market, industry policy , law and talent. Through adjusting the hobby of FDI and the opening level of business and reinforcing supervision, industrial structure problem will be lessened validly. The problem of regional structure can be mitigated through following means: improving investment environment, developing excellent industry and strengthening investment promotion.
