Performance is the mapping of the enterprise objectives, and the ultimate goal of enterprise performance management is to help enterprises realize the goals and the stable and healthy development. Based on the traditional static and stable "strong strategic logic" environment, the accrual-based and post -control system of the performance management system can sum up the past activities of the decision-making outcome but not good right management activities as well as future projections, which is the important factor of the short-sighted activities of the enterprises. As it be away it will lead to the core competitiveness of enterprises in the loss of business resulting in a fierce competition has been eliminated. How to overcome the traditional performance management flaws and to urge enterprises to improve the performance sustained, healthy and orderly realization of the goal of an enterprise, has become a new problem for enterprise managers under the global economic integration environment.Based on the analysis of the relationship between business goals and performance, this paper advances an idea to realize strategic goals based on the performance prediction. That is, to combine the strategic goals into actions by indicator system and forecast the key indicators, and then to analyze the disparity between the results and the goals in order to guide the enterprise's acts to achieve strategic goals. And then, BSC will be combined with the system dynamics as to be the Dynamic Balanced Scorecards to fulfill the idea. Finally, Dynamic Balanced Scorecards is used to analyze the power supply enterprises how to achieve strategic goals of the provincial power grid.In this paper, the external environment and the characteristics of the power supply enterprises are analyzed, and strategic map is established by power supply enterprise value chain analysis. Then causal-loop analysis method combining KPI is used to establish power supply enterprise BSC indicator system. And then, based on the four dimensions of the Balanced Scorecard power supply enterprise, such as the net profit, the customer satisfaction, power supply sustainability and staff satisfaction, power system dynamics performance prediction model is built and with S section power supply bureau Power of the C city we test the validity of the model; Finally, we forecast its performance for the next four years. By the comparing the forecasting indicator to the goal, the index, the customer satisfaction is found that there was a significant difference between the predictive value and the goal. In the analysis of different reasons, the revision to the action is proposed of the power supply bureau.
