Research On Sustainable Development Of Ecological Compensation System In Central Government

The conflict becomes more and more stand out between our social,economic development and resource environment. The shortages of resources and environment pollution are harmful to our economy .After sum-up the past, the third plenary sessions of the 16th CPC central committee has made to advance sustainable development and ask sustainable develop between economy,society and resource,environment.The ecosystem is vital for human's life and also basic condition for human's development. Because the eco-products are public product,"free-user"is very common. Protect and benefit are becoming deviate .The condition of environment's worsen can't be controlled. The ecological compensatory has been attended between government and the public as an important means for protecting environment and achieving sustainable development. Some areas and drainage areas have put in practiced and have good effect. The dissertation will expound all ecological measures from central government,local government and enterprises. It will also evaluate these measures from government management and lodge improving places and must immediately breakthrough policy .For these measures have some lack on singleness. It cant's meet sustainable development .The dissertation according to sustainable development and government should take on ecological obligation ,and line with Chinese good tradition on all powers focusing on some important things, design the frame of central government's eco-compensatory system.The paper consists of seven chapters.Chapter 1 briefly introduces the background,goal and the meaning of research. Then it summarizes the literature on environmental problems, counter measures and gives remarks.Chapters from 2 to 4 briefly discuss sustainable development's theory from sustainable intension,index system,finish routes and policy system these can used on eco-compensatory from environment policy,science and technology policy and different perform lays. It discuss consists of eco-compensatory from defining,styles,theory and realize basics .It also discuss the relation ecological compensatory and eco-obligation between eco-compensatory and sustainable development.Charters from 5 to 6 are the main parts. The dissertation firstly expound all ecological measures from central government,local government and enterprises. It will also particularly evaluate these measures from government management and lodge some limitations. Finally it discuss the design sustainable development's eco-compensatory system plan from building manage institution,encouragement and punish system,means,principle and breakthrough policy immediately .On these basic analysis, drawing the frame of eco-compensatory system in central government.Charter 7 briefly introduces some advices on designing sustainable development's eco-compensatory system for central government.
