Study On Sharing Of Risk Mechanism Of Fiscal Investment Of Western Ecological Reconstruction

The west ecological environmental reconstruction, as the root and breakthrough point of China Western Development, is a long-term project which needs a huge amount of investment. The public financial fund is it's mainly investment source. In fact the imperfection of the ownership corpus and investment responsibility corpus of public finance investment result in such problems as lower efficiency of public finance investment, the funds running off, the waste of resources, power looking for rent which seriously influence constructive achievements of west ecosystem environment. Strengthening the risk management of the public finance investment and establishing the risk -sharing system of the fund provide important guarantee of carrying out a western reconstruction target of the ecosystem environment. This text falls naturally into six parts:Chapter One is introduction.
