Agricultural insurance is the main way to stabilize the agricultural production process and to improve the general agricultural production ability. It can help rationalize the distribution of the agriculture resources and promote the sustained and steady growth of agricultural production. So,to develop the agricultural insurance is a necessity for implementing of the scientific concept of development and modern agriculture construction. And especially for XPCG(Xinjiang Production and Construction Group),agriculture hold much larger proportion in GDP ,and as it's economic pillar. Therefore,it plays most important role in promoting the exploitation of virgin land in border area, at the same time, it can stabile the income of agriculture and animal husbandry and thus a steady border for our country.This paper is mainly talking about how to select and construct the operation molding for corps agricultural insurance by combination of theory and practice, by combination the analysis of standard and the real diagnosis, by combination the analysis of Quantitative and Qualitative, by combination the analysis of Static and Dynamic. So far corps agricultural insurance has been proved to be successful example. But own to XPCG undertake agricultural insurance independently, there are short of public production efficiently put in. So there are system insufficient perfect and protect ability are insufficient in running process. All these conditions urge improving and promoting for the system and techniques.This paper is to analyze the theory and practice for corps agricultural insurance operation mode from both in and abroad, in the base of the corps the real condition, try to find a better operation mode for the sustained and steady growth of agricultural production. From textual research on all respects from in and abroad with the favorer natural and political condition. In order to guaranteeing the process of the model successful. In this base I have some corresponding policy suggestions.Since 2004, the Central Government has distributed attention on"Three Agriculture"as NO.1 document for four years, we should promote the agricultural insurance positively based on this favor policy position in order to create new operation style for agriculture insurance.
