| Based on the traditional views, public goods is to be supplied by government; however the drawback in the course of public goods supplied by government gradually appears. Marketing reform can resolve this problem efficiently, and the reform of privatization has been a trend all around the world. The reform of privatization in China has developed quickly. The reform of privatization is beneficial to improve the efficiency of public unities, raise the fund for the government and rebuild the government.This article reviews previous empirical results of the research on public utilizes. Based on these researchs, the article takes the example of the reform in China, analyses the reform in traditional supply mode in public reform, and come to a conclusion that reform can improve the quality and quantity of public goods. At the same time, there will be some questions which need to be resolved due to special condition of china, and its focus on the obstacles in thinking,market permission,price regulation and rent-seeking. The article tries to constitute a captive mode to demonstrate the behaviors of all parts in the reform.We should take good advantage of our resources, study from the example of western countries, and adopt the way suitable for our own reform mode. Firstly, we must create a good circumstance to encourage the development of the reform of privatization, and the best way is to ensure the leadership of the government in reform; Secondly, the government should supervise the course and the result of the reform. Independent supervise machinery, perfect system of law, and efficient system of price–making are important factors to guarantee the success of the reform. Based on the way of price–making of western countries, we can make the system of price–making in public goods. At last, we also need social supervision and the suitable way is to perfect the system of hearing of witnesses to enhance the passion of the society. |
