This paper follows from theory to practice, from the abstract to the specific research ideas, along the "privatization of public utilities in the context why regulation was needed, what the developed countries to monitor from China’s privatization of public utilities should be how to monitor" the logical research, the privatization of public utilities from our analysis of the objective necessity to start the next question from the necessity of regulation and how regulation, assessment of the United Kingdom, the United States and other developed countries in the process of privatization of public utilities regulatory agencies, regulatory policy and regulatory aspects of similarities and differences between the means proposed to build on our regulatory system, utilities can learn from, and then sum up the regulatory system and sort out our problems and deficiencies based on the proposed privatization of public utilities regulatory system context established the concept of macro-and micro-initiatives.The paper is divided into five chapters, its structure and main contents as follows:The first chapter discusses the privatization of public utilities and government regulation of the theoretical issues. Finishing first in the analysis of existing literature on the utility of research results based on the utility of this study has defined the concept and scope, and thus the meaning and characteristics of government regulation analysis and description of the privatization of public utilities in the last government the need for a regulatory analysis.The second chapter reviews the privatization of public utilities in our development process of government regulation and government regulation are summarized the results achieved, and the supervision of government achievements are summarized, on China’s privatization of public utilities in the government supervision experience.The third chapter consists mainly of the United Kingdom, the United States after a privatization developed countries represented by the empirical research on how to monitor. This chapter of the developed countries were the privatization of public utilities model, the formulation of regulatory laws and regulations, establishment of regulatory bodies, social supervision mechanism of the formation, and the main regulatory policies and methods of monitoring system are introduced and a simple comment, and then in the developed countries in the regulatory system aspects of the similarities and differences compared and analyzed based on the proposed privatization of our public utilities in a number of government regulation of learning and inspiration.The forth chapter the main utility of our current regulatory system problems and the causes were analyzed. This chapter from the current utility regulation, regulatory agencies, regulators and the whole regulatory system to monitor the status of and constraints were summarized and reviewed, the problems were analyzed, designed for China to establish the context of privatization of public utilities The new system provide the basis for government regulation.The last chapter mainly on how to build and adapt to the privatization of public utilities regulatory system has been studied. First proposed the privatization of public utilities in the context of China’s regulatory system to build the macro initiatives, from the legal system of regulation, regulatory model of innovation, optimization of monitoring teams, the establishment of independent regulatory agencies and credit system construction, is proposed to build new regulatory system utilities policy recommendations, followed by proposed privatization of public utilities improve our micro-initiatives in government regulation, respectively, from market entry and exit control, price control, quality control, safety supervision and other aspects to be considered.
