Research On The Paid Use Of Environmental Capacity

With the development of society, the scarcity of environmental capacity is increasingly conspicuous. The free use of environmental capacity leads to its inefficient allocation. In such a background, based on the theory of environmental economics and property economics, this paper studies environmental capacity and the paid use of it.The main conclusions and innovations of this paper are as follows:First, this paper builds a concept system of environmental capacity and does some additional analysis about its characteristics. In the aspect of concept system, this paper gives a clear definition about total environmental capacity and available environmental capacity. The available environmental capacity also can be divided into two parts: the environmental capacity used for production emissions and the environmental capacity used for living emissions. In the aspect of characteristic, this paper points out that the environmental capacity is a renewable and shared resource, so its consumption is competition but non-exclusive.Second, this paper analyzes the disadvantage about the free use of environmental capacity, the disadvantage and the advantage about the paid use of environmental capacity, points out that from the free use to the paid use is a trend. Enterprises are the victims of the paid use of environmental capacity. Compared with national paid use, they pay more in the regional paid use, so they fierce oppose the regional paid use. Because of the free rider psychology, individual is also lack of enthusiasm to push the paid use. There for, the paid use of environmental capacity depends on the promotion of environmental groups and government.Third, this paper analyzes the plight of emission trading in Xiuzhou. It is the reason of zero transaction that the price made by government is lower than the clearing price of secondly market. Emissions trading system is no use in that situation and it showed the features of sewage charges system. Since the Enterprises have been get the initial emission rights, the government should abandon the fixed-price and reduce the market intervention.This study is expected to provide theory and policy recommendations for the paid use of environmental capacity in our country.
