Striding in the 21st century, the government of our country carries on reforms to power industry, which is to separate power plants from power networks. Meanwhile, this reform brings large pressures on the state-owned Hydroelectric Power Station in Wanxi. The long-term existence of the Hydroelectric Power Station in Wanxi is in the form of electrical corporation, heavy burden of large water station with Small Water-power, how to survive and develop in the changing environment is the current urgent issues.This article takes Fuziling station, Meishan station, and Xianghongdian station for example, is commonly known as "Three station" (and "Four reservoir"including Fuziling reservoir, Mozitan reservoir, Meihan reservoir and Xianghongdian reservoir) . The external and internal environment of the state owned Hydroelectric Power Station in Wanxi is analyzed systematically. On the basis of the distinguishing between public interests and non-public interests, the author uses the SWOT method to summarize and analyze the challenges and opportunities, as well as the weaknesses and strength. And then the author makes the general pertinence plan of its development strategy, studies the strategic measures of the state-owned Hydroelectric Power Station in Wanxi, including overall plan, constitution mechanism, human resources, pumping water and energy storage, tour exploitation, safety production, etc.This article seeks to capture the key factors influencing the development of Wanxi Hydroelectric Power Station, to make relevant development strategy, and thus it could tackle the challenges actively brought by electric system reform, build Hydroelectric market, and strengthen its competition ability in the market.
