Since the 1990s, with the Chinese economy high-speed developing and urbanized advancement speeding up, our country civic building relocation has entered the fast development phase, simultaneously has also initiated a series of questions. Embarking from the administration research angle, on the foundation of studies and analysis to the related literature material, the article has mainly studied the practical significance of our country urban relocation with emphasis, the existing main questions and the countermeasure suggestion. The article has three parts:The first part is the practical significance for urban relocation. Being advantageous for the reasonable use of land resource, for protecting the limited land resource on the Earth, and for guaranteeing sustainable development of the national economy; Being advantageous for improving people's life quality, building, the more scientific and finer environment; Being advantageous for the improving ecological environment, relocating original unreasonable construction and the accessory, reconstructing high- tech, and environment-protected building to improve the ecological environment in the entire relocation region; Being advantageous for develops the urban economy, the city may implement the scientific plan,layout reasonably trade and service industry,and establish public facility,the green by the relocation. Improvement of the city environment has provided the condition for introducing foreign capital and expanding open to the outside.The Second part is the main question during the urban relocation: One is government's"the offside", "the dislocation", "the vacancy" function in relocation. Another is the vacant and imperfect laws and regulations, mainly displaying not to make the substantive discrimination for the nature of the civic building relocation project; the relocation compensation standing Stipulated unclearly, the actual compensation price excessively to be low; the behavior for Forcing to relocate is not standard in the legislation, lacking of the concrete operation sequence, which entrusts the local authority with oversized freedom; The jurisdiction does not serve for the executive power. The third is the relocation estimation question. The article only has involved partial questions, and has given my own immature comments aiming at these questions. Not to solve all questions in the urban relocation, but I myself believe humanity's wisdom and the civilization will enable all of the urban relocation questions to be solved, with the material civilization and spiritual civilization developed, the legal laws and regulations to be perfected, so that we can construct and realize a harmonious society by joint effort of the country and the people.
