Problems facing agriculture rural areas and farmars is the primal problem and mission facing construction well-to-do society in our country at present stage, increasing in farmer's income being core of Problems facing agriculture rural areas and farmars, so it is importment to resolve the problem of increasing in farmer's income。Now the problem of increasing in farmer's income is becoming more and more importent to our country, and also being one of the focal point to the theory boundary .In recent years, many scholars have studied the problem from different angles and submitted corresponding suggestion. The paper is to study the problem of increasing in farmer's income from the angle of government behavior.1.In addition to peasants'nature of weak quality ,slow developing of rural market economic system , unreasonable industrial structure , lack of fund bring the problem of increasing in farmer's income.We can find that the principle reason of the problem of increasing in farmer's income is lack of the government behavior about economic system,development strategy,economic policy.2. The agriculture is basic industries of our country and population in rural takes up 60% all above of general population. It is necessary to solve the problem at macroscopic view.The one who can move forward the strategy adjusting of economy structure, reform the rural areas, support and protect dynamics is the government.3.In recent years there is much theory from different angle about increasing in farmer's income.Some scholar think about that government has no effect to increasing in farmer's income.Other scholar think about that the way to reslove the problem of increasing in farmer's income is Urbanization.But the author think about the principle way to reslove the problem of increasing in farmer's income is the government behavior.If the government hasn't play positive role in the course of increasing in farmer's income,it is impossible to promote the increase of peasant'income.Although some authors have payed attention on the important function of the government behavior on the increasing of peasents' income, only based on one or two aspects of the government behavior, not research on all aspects systimatically. the main body of a book read large amount of document , be tied in wedlock our country the present stage peasant and the peasants' income characteristic, the behavior resolving basic way out bringing forward a peasant increasing collecting a problem's lying in the government.all these are very important meanings to the research and solving the increasing of pesants'income.The research methods, main contents and system frame of this paper is that the paper has used kinds of methods from macroscopic angle. The author have introduced the Pertinent theory about Political Economics , West Economics ,the theory on government behavior and the increasing of peasants'income written by the authers in our country at the present age.In the first chapter,the artist analyses the status of farmer'incomes,including the structure and characteristic of the income. In the macroscopical view,the author analyses and summarize the income data of different farmers in different estates,different zones. The author sums up the characteristic of condition of farmer's income.In the second chapter , the author mainly analysis the influence of concrete government behavior to the increasing in farmer's income. The government behavior affects the increasing in farmer' income from the different aspect. The main concrete government behavior includes the agricultural policy, government's support protection,the finance supporting to agriculture, the rural finance tax spend the reform, the countryside land system, the countryside social security. The author analysis the influence from these aspects.The paper also analyse the problem of the government behavior in affecting the increasing in farmer's income.The increasement is so limited that the government has probloms in the course of promoting in farmer's income in the third chaper,the author discuss these problems in detail,and sum up increasing at four points: the system of rural economics,the problems of the government itself, the problems in the base government's implement of the policy and lagging of government's servings.the paper analyses these problems idetailedly.The author analyse the measure of increasing the farmer's income by the government. The measure has deepened the reform of land system; improved rural area market mechanism, accelerated agricultural restructuring; optimized finance supports.The conclusions in the paper:1. The problem of problems facing agriculture rural areas and farmers is the chiefly one of our country's economic development, and that the increase of farmer's earning is the core. To solve the increase of farmers' earning depends on the government. The behavior of government is extremel importance to the increase of farmer's earning.2. After twenty years of reform and opening-up, the structure of farmer's income has changed, which waves greatly with obvious trait of new era.the income of family management is still the main part,but the proportion is falling by year.the proportion of wage income is rising year and year ,and is the primary source of income increase of farmers.the farmer's income gap between different zones, city and country,different individuals is enlarging now.3. The effect of government in increasing farmers'income is crucial. Actions of government are ultimate to solve this problem. If the government supports and protects the agriculture and farmers, farmers income will increase faster. But if the protection is negative, farmer income will increase slowly. So the government is significant for solving the problem of increasing farmer income including the supporting ant protecting policies, coordinating and guiding effect.4. Currently, the main problems in way of promoting the income of farmers which the government need to do is as follows. Firstly, the difference system between city and country obstructs the increase income of farmers. Secondly, there are some defects existing in the government itself. Thirdly, there is lack of service provided by the government to the rural area.5. The measures of increasing farmers'income had been carried by government as bellows: deepening land system reformation, perfecting country market organ, optimizing the structure of finance upholding the country organ, increasing finance support, establishing the excellent system of social assurance, standarding the government behavior.
