International competition goes to the advantage technological innovation capability. Along with economic globalization and Chinese accession to the WTO, some industries will face fierce international competition, and existing resources and labor cost advantages will decline. To enhance our international competitiveness, and advance toward the upper reaches of international competition, we must conduct industrial innovation and technological innovation.Austrian economist Schumpeter first propose an innovative concept-- continuous innovation from internal reforms to the economic structure, that is, it constantly undermines the old and continues to create the new structure. Entrepreneurs use new technologies, new methods to improve efficiency and innovation activities, encourage others to imitate and create a wave of innovation, to improve productivity and promote social progress.Professor Porter proposes that the process of a country to participate in international competition can be divided into four stages: factor-driven, investment-driven, innovation-driven, wealth driven. China industry in international competition has achieved to the innovation-driven stage.Industrial technology innovation diffuses the socio-economic system in various ways to spread among organizations, promotes the application of technological innovations, influents the evolution of industry and the process of socio-economic development. Technology innovation is the key to the economic take-off in the proliferation of technology. It creates a new technology development need, promoting the development of other sectors.The information industry has become a pillar industry in China; mobile communications is the fastest growing area in the information industry. Because mobile phone industry does not have its own technical standards, its second-generation technology can not follow the pace, with a heavy economic price and the loss of large areas of the market. In the time of the third-generation (3G) of mobile communications, China seizes the opportunity to put forward its own standard of 3G: TD-SCDMA, filling the blank of 3G, lessening dependence on foreign technologies and products, holding the initiative and market.TD-SCDMA is a standard combining the TDD, CDMA, TDMA technologies, using smart antennas and synchronization software radio technology, 1.6MHz, fit for low-speed access environment, applied to transfer data in a symmetric Internet business, with significant technical and cost advantages compared with WCDMA and CDMA2000.However, considering the network effects and pre-path dependence of WCDMA and CDMA2000, TD-SCDMA development will face a big challenge, also.TD-SCDMA is an important independent innovation, guided by government and executed by local enterprises. Domestic and foreign enterprises engaged in TD-SCDMA have formed the industry chain - chips, terminals, software, test instrumentation, with 10,000 personnel in technical standards, product development, marketing, research and testing, etc. 3G business is on the way, with mature industrial chain and telephone number detection in China and two related organizations : the TD-SCDMA Forum and TD-SCDMA Industry Alliance.With the carrying out of TD-SCDMA standard and the issuance of 3G license, the mobile-phone operators will change the current mobile pattern, to develop a more effective and equitable environment for competition. Operators in mobile area will become more integrated operations; the quality of service will be improved greatly, the operator's competitive strength will getting closer gradually. 3G operators will increase the ARPU (average revenue per user) and the operation has brought enormous benefits to the operators.Standards and technology is the key to change from a large country to a powerful. TD-SCDMA standard has greatly boosted the development of domestic manufacturing not only leads to a horizontal system and terminal equipment manufacturers, but will also stimulate the semiconductor vertical,precision instrument manufacturing, software, chips, raw materials, systems integration and the development of industries such as electronic components.The 3G mobile phone business television, broadcast video and other mobile data services will facilitate telecommunications networks, the Internet radio and television for further integration, break down trade barriers to realize the "three-in-one network." Network integration can reduce operating costs, strengthen their network resources, and increase utilization of network resources. People use TD terminal for the shopping payment. The activities such as the card holders'transactions, commuting and the MTR, payment of fees facilitate the Internet industry and the financial sector integration.The cost advantage of TD-SCDMA and its independent intellectual property rights will help China promote the transformation of the mode of economic growth, change the investment and export-led model of economic growth, enhance the contribution of consumption to economic growth, and increase in domestic demand for industrial growth engine.The development of innovation is important in fostering innovation confidence and improving China's TD-SCDMA system .China's information industry and its related fields can lead groups to achieve breakthroughs, strengthen the right to speak in the international telecommunications field, and promote industrial upgrading and economic growth.In order to recover TD-SCDMA industry investments and make profits and make the actual realization of commercialization as soon as possible, first we should use the opportunity to create a fair competitive environment for the operation through issuing 3G licenses on the basis of domestic market, and enhance the ability of domestic enterprises to participate international competition. Second, we should achieve a win-win cooperation on external forces, allow more and more foreign companies to participate the TD-SCDMA industry chain, speed up TD-SCDMA technological innovations, positively revolute to the next generation. Last, to strengthen the innovative power TD industry, the government should give vigorous support and policies to the TD-SCDMA industry in fund and actively develop international cooperation in the field of TD-SCDMA. |
