Research On The Influence Of Independent R&D,FDI Technology Spillover On Enterprise's Independent Innovation Ability

Based on the urgent needs of theoretical research and national policies,this paper explores the relationship between independent research and development,FDI technology spillovers and independent innovation capabilities based on the time series data of domestic enterprises and foreign capital enterprises in China from 2003 to 2017 as the data sample,and from the perspective of input and output,to explore the technical path of different(independent research and development,technology spillover of FDI)and the relationship between the enterprise independent innovation ability.On this basis,consider the role of the external institutional environment in regulating the above-mentioned relationship.Different from most existing researches,on the theory,this paper comprehensively considers the impact of internal power of independent research and development and FDI technology spillovers on the independent innovation capability of two different technology sources inside and outside,and adds intellectual property protection to the external environment as adjustment.Variables,explore the impact of the two different technological paths of independent research and development and FDI technology spillover on the independent innovation capability of Chinese enterprises under the protection of intellectual property rights,and the changes in the direction and extent of their influence;On the empirical analysis,this paper chooses foreign-funded enterprises establish R&D institutions,conduct research and development activities,and apply for patents in China as a measure of FDI technology spillovers.How the two different technological paths of R&D and FDI technology spillover will affect China's independent innovation capability,and finally draw the conclusions of this paper based on the empirical analysis results.Finally,based on the conclusions and combined with the current situation in China,we propose policy recommendations to improve the independent innovation capability of Chinese enterprises.In order to provide a directional reference for the long-term goal of "building an innovative country"and "building a world science and technology power".Through theoretical and empirical analysis,the conclusions of this paper are summarized as follows:(1)In the absence of intellectual property protection,there is no significant positive correlation between independent research and development and independent innovation capability of enterprises;(2)In the absence of intellectual property protection,FDI technology spillover is positively correlated with the independent innovation ability of Chinese enterprises on the whole.Among them,the R&D activities and patent application of foreign-funded enterprises in China have no significant positive correlation with the independent innovation ability of domestic enterprises.The establishment of R&D institutions by foreign-funded enterprises in China has a significant positive correlation with the independent innovation ability of domestic enterprises;(3)With the addition of intellectual property protection,intellectual property protection significantly positively moderate the promoting effect of independent research and development on independent innovation ability;(4)With the addition of intellectual property protection,on the whole,intellectual property protection significantly negatively moderates the effect of FDI technology spillover on the independent innovation ability of Chinese enterprises.Among them,the establishment of R&D institutions and R&D activities by foreign-funded enterprises significantly inhibited China's independent innovation capability,and the application for patents has not a significant impact on China's independent innovation capability.The policy implications of this paper are as follows:(1)In terms of independent research and development,the state and local governments should further improve the R&D policy environment,optimize the R&D investment structure of enterprises,and strengthen the R&D status of enterprises Enterprises should strengthen their independent innovation beliefs,continuously increase their investment in independent R&D,and enhance their own innovation ability;(2)As far as FDI is concerned,when introducing foreign capital,national and local governments should focus on "quality " and "quantity",optimize and adjust the introduction structure of foreign capital,and increase the proportion of high-tech,strategic and emerging industries;Enterprises should enhance their technological base.And capacity to improve the efficiency of technology spillovers arising from the establishment of R&D institutions,R&D activities,and patent applications in foreign countries;(3)As far as intellectual property protection is concerned,the state and local governments should establish and improve the modern intellectual property system,and revise and improve the relevant intellectual property legal system in all aspects and in all areas,so as to strengthen the law-based and law-abiding laws.Enforcement efforts to effectively solve the problem of mutual cooperation or seamless docking between administrative protection and judicial protection,so as to achieve" illegal violations and law enforcement must be strict";Enterprises should enhance their awareness of intellectual property protection,set up special departments for intellectual property rights,and focus on training intellectual property rights protection professional talents.
