Surplus farmer labor emigration is an important question we have to deal with in our industrialization and in solving three questions concern agriculture .It is always affirmed at home and abroad for the one of the best methods to contract the income margin between city and country. The fact of the western developed nations also show that surplus farmer labor emigration is the necessary stage in the industrialization of these countries and it developed the prominent function in contract the income margin between city and country. Some economists like Lewis also prove theoretically the importance of Surplus fanner labor emigration in promoting two poles economy converting into one pole economy.But the fulfillment of China show that surplus farmer labor emigration ,like what Lewis said, haven't contracted gradually the margin between country and city .The fact of China is that income margin between country and city have not contracted but further extended. This paper will mainly talk about why the theories of Lewis and others can not apply to China. The key of the problem lies in that the number of Chinese population is too great, the human capital level is very low and not even, the employment opportunities that society can create is also very limited ,and current farmer labor emigration in China is mostly like emigration of birds .We must carry through the planned parenthood policy firmly to control the population growth ,if we want to resolve the problem of the income margin between country and city. We must still speed up the reform of the current education system, household registered policies, social security policies and adjusting the industrial structure and the market structure.
