China's economy develops high-speedily along with changes of population structure. The distribution of"population dividend"effects to China's economic growth went without saying. As the advantage of comparatively abundant labor resource diminishes step by step,how to make full use of"population dividend"effects deserves much attention. This paper aims at exerting the labor factor in"population dividend"effects and taking advantage of"population dividend"effects from aspect of labor resource under China's existing population. The mainly concern of this study is to explore labor factor of"population dividend"effects in economic angle. Through regression,we learn that the distribution of labor factor to economic growth is 70%. From perspectives of human capital,efficiency of labor allocation and rate of labor attendance,the article expounds the important function of labor factor in exerting"population dividend"effects,which is based on macro data, by logarithm-difference model. Enhancing laborer's quality based on the facet of human capital stock,by advancing quality and skill of laborers including migration workers,"population dividend"effects can be maximized. This essay studies how to promote superfluous labor in rural areas migrate to urban areas from labor flow side, some urban labor to countryside as well. We also seek the factor that affects labor migration by means of constructing obstacle model of labor flow,finding out"population dividend"effects resulting from labor migration. Moreover , the distribution of labor attendance rate to economic growth is estimated by using regression analysis between rate of labor attendance from 1985 to 2005 and growth of GDP. Under existing population structure,we dig into"population dividend"effects by increasing rate of labor attendance. Eventually,some suggestions are offered to make best use of"population dividend"effects from aspects of human capital,efficiency of labor allocation and correlated national policies.
