After joining the WTO the international business activity will get rapid development. There are many nations and culture crosses along internationalization, Human resource management owns its specialties besides traditional management characters. Therefore how to deal with human resource management of the cross culture business enterprise and how to educate to train across culture talented person and how to select appoint excellent people from many angles, many level s, is a tough challenge to our country's transnational corporations. After reading a large number of materials concerning trans-culture management taking multinational corporations as example, studies cross culture human resource management.The thesis introduces the basically definitions and theory of the trans-culture human resource management. and introduces the four latitudes theory of how to analyze the difference and the culture strategies of trans-culture management .In the core of this article provides the mode of how to choose personnel, how to take personnel train how to test personnel and so on ,the part is the innovation. At last take the human resource management system of SINOVENSA as an example. The trans-culture human resource management of SINOVENSA is similitude to the mode in the thesis and has got a good effect.The design of the system of trans-culture human resource management of the cross culture business enterprise is not for a enterprise that has a specific culture environment, it exceeds the specific culture and makes a frame of the trans-culture human resource management macroscopically. Our country's transnational corporations should concrete application before using it in specific culture environment .However the basically principle and frame that provided in this thesis is suitable in any concrete culture environment .It is worth of referencing by our country's transnational corporations.
