The Study Of Different Countries' Agricultural Support And Protection And The Tendency Analysis Of World Agriculture Negotiation

Agriculture is the basis of economy in a country which is not only related to the speed of the whole economy development, but also directly affects the national stability and the foods safety. Not only is the importance of the agriculture an economic problem, but also a political one. In the past in our country, the problem of duality economy was very serious, and agriculture became the victim of the industry development. Since China entered WTO, we not only can share the benefit of the results on the aspect of trade opening especially in the field of declining tariffs, such as the Special and Differential Treatment (S&D) to the developing country, but also can use the related principle and the dispute settlement mechanism more flexibly to protect our benefit, to restrain the unilateral trade activities and agriculture trade protectionism of some developed country, to reduce the other country's unfair treatment to China. Therefore, the problem of how to use the related clause under the WTO principle that benefit our country, learn from the developed country on the aspect of supporting and protecting agriculture to promote the agriculture development in China; how to change the passive acceptance to the active participation in the multilateral trade negotiation so that we can obtain more beneficial decision and participation status becomes more significant.This paper starts with the agriculture general situation of three developed countries and area-America, EU, and Japan, reviews the development and results of world agriculture negotiation, makes qualitative and quantitative analysis of the agricultural support and protection on the aspect of domestic support, export competition, and market access. On the basis of this, the writer uses Partial Equilibrium Model and the method of Political Economy to analyze the existing origin of trade protection policy, and tries to make a strategic thinking about how to maximize China's benefit in the multilateral trade negotiation filled with benefits games so that to promote China's agriculture development. The result shows that although America, EU and Japan have the different agricultural support and protection policy and quantity resulted from the different nature situation, technical level and political environment, the development tendency under WTO frame has some common characters which in one hand proves the necessity of WTO agriculture negotiation, in the other hand it strengthen our confidence to restart Doha when it have been paused.In short, in the world agriculture negotiation filled with benefits games, we must strengthen our standpoint, learn form other countries, and fully use the regulations, because it is the only way to promote our agriculture development and solve the agriculture problem.
